When does NYC require a licensed Site Safety Manager?

A Site Safety Manager is required by BC §3310 on major buildings, typically 15 stories or 200 ft and taller. A Site Safety Coordinator is required on mid-rise projects of 7–14 stories or 100–199 ft. There are also project-type triggers (large excavations, complex demolition) that require an SSM regardless of height.

What is the difference between a Site Safety Manager and a Site Safety Coordinator?

An SSM is required on the largest projects (15 stories / 200 ft+) and carries a higher DOB license. A Coordinator is required on mid-rise (7–14 stories / 100–199 ft) and is a different DOB credential with overlapping but narrower authority. Both write the same logbook. The trigger is height and complexity.
